6.9.1 upgrade issue

I have just upgraded from 6.5.1 enterprise to the latest (6.9.1) from the upgrade option on the start menu.
Post upgrade all my CPU counters are failing (RED) and when i open the rules to test, they return fictitious values?
Please assist.

I have now backed up and reinstalled the software as suggested - the version installed is now 6.9.2.
The issue is not consistent or resolved
Some of the cpu counters report bogus 100% values others report under the 75% rule threshold.
When i test the rule, the first report is 100%, test again, it comes down (still not accurate) test again i get a lower value.
Please assist?

While the new rule is being created the test returns reasonable value but after rule is functioning it fails.
Is their a log i can review?
Almost like the values returned are 10 times the correct count.
