Monitoring Appliance Windows 10 boots to an automatic repair loop

I have tried several Windows 10 repair options to get out of the automatic repair loop. Windows reset also fails to reinstall Windows. Is there a factory recovery image that I can download to do a factory restore?

This can only be done by our engineers through an out of warranty repair.
