Alerting with GSM not sending

Can not get the gsm modem to send out call to my cell? using 10.1.6 business edition. installed modem, checked com port and win 2008 x64 sees modem in cp. alerting is set to send email and sms alert thru gsm. email is ok. gsm no sms messages thru gsm modem?
