Strange Monitoring Problems

It seems some of the monitors just stop monitoring. The system will show green check marks showing everything is OK but the "Last Up" date is a week or two ago. Also looking at hisotry graphs will show stuff missing also. It's like the monitoring of that item is paused. But as you can see it not paused. Yet other items monitored show last up as today. All of the items are green.
Notice "Windows Health" and "W32Time services" are last up at Jul 13 and not Jul 21 (today) like all the other items are.
Details for the TimeService gives me Unknown error message and the details for Windows Health gives me "CPU Error level: 96 (returned value) greater than 95"
