http post did not work

I try to do a http post by specifying the following: http://211.75.30.109:8800/Send Text Message.htm?Number=+1234&Text=severdown+&Submit=Submit whenever the web server is not responding.

When we turned the server off, we received an email notification of the error. However, we did not receive the http post we specified above.

Could you please advice.
